Tree Removal
It is prohibited to cut one or more trees without first obtaining a certificate of authorization (tree cutting permit) from the City of Sainte-Julie.
Tree cutting in the City of Sainte-Julie may be authorized for one of the following reasons:
- The tree is dead or suffering from an incurable disease, or signs of decline are observed on 50% or more of its crown;
- The tree represents a danger to the safety of individuals;
- The tree constitutes a nuisance and causes damage to private or public property;
- The tree makes it impossible to carry out public works or a construction or landscaping project authorized by the City;
- The tree prevents the adequate growth of another nearby tree or causes the deterioration of one of the trees;
- The tree is a restrictive species and problems caused by this tree are noted.
Following the cutting, the city may request the replacement of the tree if the number of trees remaining on the lot is less than the minimum required by regulations (see the planting section).
Cutting or Pruning an Ash Tree
A certificate of authorization is required to cut an ash tree in the City of Sainte-Julie. The processing time is approximately 15 days.
It is strongly recommended not to cut ash trees between March 15th and October 1st of the same year, unless Cutting is necessary and the tree is considered dangerous, in order to avoid the spread of the emerald ash borer.
Disposal of ash residues:
Anyone who cuts or prunes an ash tree in the City of Sainte-Julie must dispose of the ash residues as follows:

All ash residues less than 20 cm in diameter must be chipped immediately on-site into ash chips of less than 2.5 cm in all three dimensions;

All ash residues of 20 cm or more may be moved to a treatment site or an eco-center approved by the City of Sainte-Julie or processed on-site, and the certificate applicant is required to provide the contact information of the location where the residues will be moved.
Moving ash residues (logs, chips, firewood, etc.) should be avoided, as this is what causes the spread of the emerald ash borer.
Maintenance
Drastically pruning a tree in such a way as to remove the majority of its branches will be considered tree cutting.
The topping of trees in the City of Sainte-Julie is prohibited.
During construction (or demolition) work, any existing tree located near the immediate perimeter of the work must be adequately protected so that its crown, branches, and roots are not affected during the work.
Certificate of Authorization (tree cutting Permit) for Tree Removal
The tree cutting permit for the City of Sainte-Julie costs $40. To request a cutting permit, the following information is required:
- Submit an online request;
- You can send the form and all requested documents, completed and signed, by email to the following address: permis.inspection@saintejulie.ca;
- You can contact the Urban Planning Department to apply for a permit by telephone at 450-922-7142;
- You can send the form and all requested documents, completed and signed, to the Urban Planning Department at the following mailing address: Service de l’urbanisme, 1580 chemin du Fer-à-Cheval, Sainte-Julie (Québec), J3E 2M1.
The following information is required:
- Complete contact information of the applicant and the owner;
- Identification of the trees to be cut;
- Location certificate or sketch of the location of the tree to be cut;
- Photos clearly justifying the reasons for cutting;
- Any other information you deem relevant to the processing of the application;
- Fill out and sign the required form if you are applying by mail or by visiting the urban planning department;
- A quote from an arborist for the work to be performed, if you have one.

Planting
Tree planting is mandatory in the City of Sainte-Julie, and the calculation of the minimum number of required trees must comply with the following:
- For single-family, detached, or semi-detached residences: at least two (2) large-growth trees are required on the lot, and one (1) of these two trees must be planted in the front yard;
- For townhouses: at least one (1) tree is required and it must be planted in the front yard;
- For multi-family dwellings of 4 to 8 units and 9 units or more, as well as collective dwellings: one (1) large-growth tree is required per seven (7) meters of lot frontage facing a public roadway and planted within the fixed street setbacks or fixed secondary street setbacks, depending on whether it is an interior or corner lot.
At the time of planting, the tree must meet the following dimensions:
- The trunk of a deciduous tree must be 45 mm in diameter, measured at 150 mm above the adjacent ground level;
- The minimum height of a conifer must be 1.2 m.
Any tree that is dead or showing signs of decline on 50% or more of its crown and whose planting was required must be replaced by another tree meeting all the requirements prevailing in the regulations.
Any tree whose cutting results in a reduction of the minimum number of required trees must be replaced.
In the City of Sainte-Julie, the tree species listed below cannot be planted within twelve (12) meters of any street line or any public easement for sewer and water main passage:

The planting of ash trees (Fraxinus) is prohibited throughout the territory.
